      《环境影响评价技术导则 大气环境》(HJ 2.2—2018)于2018年12月1日正式实施。为加深对新版导则的理解应用,从大气污染防治面临的迫切需求、以往版本导则实施以后发现的问题出发,结合国家最新环境保护政策和管理要求,阐述了导则修订的背景和主要内容,对比了新旧版导则在框架设计和整体结构上的差异,分析了导则修订对环境影响评价所带来的重要影响。对比分析发现,新版导则对大气环境影响评价作了更加细致、系统和规范的规定,其实施将有力提高大气环境影响评价的科学性和可操作性,对建设项目和规划项目的大气环境影响评价工作将起到更好的指导作用。
Abstract:
      The Technical Guidelines for Environmental Impact Assessment Atmospheric Environment (HJ 2.2-2018) was officially implemented on December 1, 2018. According to the urgent demand of the prevention and control of air pollution and the problems which fed back from the old version of atmospheric guideline, and the latest environmental protection policies and management requirements, the background and main contents of the revision of the guidelines are described in this study. In order to strengthen the understanding and application of the new guidelines, the overall structure and frame design of the new and old guidelines are compared and the impact of the revision on environmental assessment is also discussed. It is found that the new edition of atmospheric guideline provides more detailed, systematic and normative rules for atmospheric environmental impact assessment, and the implementation will effectively improve the scientificity and operability of atmospheric environmental impact assessment, which will play a better guiding role for the atmospheric environmental impact assessment of construction projects and planning projects.
